Regulations
"ARTICLE 1: ELIGIBILITY
Entries for IMCA should comply with the following criteria:
Having been produced and transmitted anywhere in the world before the dealine
Entries in languages other than English must be subtitled in English.
All entries shall not contain any commercials.
All entries may only be submitted by organizations or individuals who own the copyrights.
Co-production partners should decide which organization will be the entrant.
The Organizing Committee reserves the right to refuse the following programs from entry:
Programs which are not in accordance with this regulation.
Programs which extol violence or pornography.
Programs which involve conflicts between countries or districts.
Programs with poor production values.
Competition:
For competition: The Selection Committee will choose from the entries several TV films and documentaries for Competition.

ARTICLE 2: CATEGORIES
TV Film - Films made for TV, usually with a total running time of not less than 60 min. and not more than 120 min. One episode from a series that is a complete story may also be accepted. The episode should have no reference to other episodes except principal characters. In this case, only one episode is required and regarded as a submission unit.
Documentary:
Documentaries that emphasize human being or social life, scenes in the nature, usually with a running time of not more than 60 min.
Category placement: The final decision of category placement will rest with the selection committee of IMCA, with reference to the suggestion of the entrant.

ARTICLE 3: CASSETTES
The VHS cassettes should be in PAL, NTSC or SECAM standard while the Betacam-SP cassettes should be in PAL standard only. Digital formats are not accepted currently. All cassettes and publicity materials shall be delivered to the IMCA Office by express courier at the sender's own expense.
Entries will be insured and taken good care from the time of delivery to the IMCA till the time they are returned. However, in the event of loss or damage, the obligation of the IMCA is limited to simple replacement costs.
IMCA Office will return the entries after the end of the Award ceremony. Expenses except the shipping fee should be covered by the entrant itself. --------------------------------------------------------------------------------

ARTICLE 5: JUDGING
1. Selection
From IMCA Selection Committee, which is composed of experts in the industry, will view all the entries and select programs for competition. The final list for competition will be announced to the public at late November.
2. Final Judging
The entries in official competition will be judged by an international jury panel invited by the Organizing Committee. The jury panel will be divided into TV Film Jury Panel (5 persons) and Documentary Jury Panel (5 persons), with their own jury president respectively. At least 2/3 of the juries come from abroad. It is guaranteed that jury members are not in any way connected with the production and commercial benefits of any competitive film. A representative of the Organizing Committee may attend the jury's deliberations as an observer, but has no right to vote.
3. Winners
The winners will be revealed and presented with IMCA Award at the Closing & Awards Ceremony on Janurary 15, 2005. Co-producer may request additional statue. However, a written request to purchase additional statues must be made and be approved by IMCA. --------------------------------------------------------------------------------
ARTICLE 6: PROMOTIONAL MATERIALS
All the participants must complete clearly the entry forms. The forms bearing the signature of the legal representatives must be sent to IMCA Office with the cassettes and other relative materials.
The following materials should reach the Organizing Committee no later than October 15, 2005:

VHS cassette
Betacam-SP cassette
English synopsis
English dialogue list
4-5 stills from the program
The entries in languages other than English must be subtitled in English. The production of the subtitles shall be the responsibility of the sender.
Promotional materials requested in the entry form must reach the Organizing Committee ASAP providing they are informed by the IMCA in written that their entries have been officially selected.

ARTICLE 7: SCREENING
To meet the requirement of IMCA guests, for the convenience of business exchanges, and to promote excellent programs selected, IMCA will arrange the screening of programs in competition at its international film & TV market. The market is a professional market for registered guests only.
If applicants do not provide any excerpts, the IMCA is entitled to use a not longer than three-minute segment from each selected entry, free of charge, for TV promotional purposes only.
Unless expressly prohibited, the IMCA is entitled to select outstanding entries for a single broadcast on TV during the Awards under the sender's approval.
Unless expressly prohibited, the IMCA reserves the right to make copies of winning entries for archival use only, with no commercial exploitation whatsoever.

ARTICLE 8: REPRESENTATIVES
The Organizing Committee will invite the director and main actors/actresses (THREE persons) of official competition TV films to the Awards as well as the Closing & Awards Ceremony, while it will invite the director (ONE person) of official competition documentaries to the IMCA as well as the Closing & Awards Ceremony. The reception treatment provides will be specified in the letter to competitive representatives.
Invited guests are expected to arrive in Tianjin for the festival and attend the awards ceremony.

ARTICLE 9: ACCEPTANCE
Participation in the IMCA Awards implies the producers' acceptance of the Regulations.
The Organizing Committee is fully responsible for the compilation and clarification of this regulation.
In the event of any dispute incurred between the Chinese and English version of this regulation, the Chinese version prevails. "
